IEEPA Duty Refunds: CAPE Portal Now Live

As of today, U.S. Customs and Border Protection (CBP) has officially launched the CAPE (Consolidated Administration and Processing of Entries) tool within the ACE Portal.

This is a CBP system update that introduces a new required process for submitting IEEPA duty refund claims.

For Importers of Record (IORs) and customs brokers, this marks a significant change in how refund requests must be filed moving forward.

Whatโ€™s Changed?

CAPE is now the designated method for submitting IEEPA duty refund requests through CBP.

This replaces the traditional entry-by-entry process with a:

  • Consolidated filing approach

  • Fully electronic submission process

  • More centralized and system-driven workflow

Important: CAPE Is Required for Refund Processing

Importers and brokers seeking refunds on IEEPA duties should be aware:

๐Ÿ‘‰ IEEPA refund claims must now be submitted through the CAPE Portal in ACE

Failure to follow the CAPE process may result in:

  • Delayed processing

  • Rejected submissions

  • Inability to complete refund requests

โš ๏ธ Timing Matters: Preparation Is Required

To successfully submit through CAPE, importers must have:

  • Access to the ACE Secure Data Portal

  • Proper ACH refund setup (banking information on file)

  • Required account configuration and supporting data

๐Ÿ‘‰ If your ACE Portal account is not set up or required information is missing, you are already behind in the process.

Delays in setup can directly impact your ability to submit claims and receive refunds in a timely manner.

Why This Matters

This change directly impacts how refunds are submitted and processed.

As of todayโ€™s rollout, compliance with this process is essential for successful refund claims.
